Notice the wire mesh and numerous rock bolts attempting to hold the roof and walls together. In fact in some areas of Panel 1 the roof has already been separated from the clay layer above and would collapse without the roof support systems. Once waste is stacked in an underground room, however, there is no way to reach these rock bolts, wire mesh and other supports so they cannot be maintained or de-tensioned.
